You can't do a 16, 18 and 19, it has to be 16, 17, 18 or 17, 18, 19 to upgrade.
Basically 2 the same = 1 increase
2 the same and 1 higher = 1 increase on higher
3 concurrent - 1 increase on highest.

Thats on me, Thought Clayton was 18r not 19r so went wrong.,
